Can I make a bootable CD/DVD instead of USB?

Technically, yes, you can, but this is strongly not recommended. TechUSB saves data locally to optimize runs which, unlike Hiren's, include repetitive tasks. As this is the case, even using a re-writable disk would pose serious lag issues, among other potential problems. If a client's computer cannot boot a USB, we recommend using Plop boot manager.
